Purpose of the manual

This guidebook is intended as a one-stop guide to identifying and reporting hate crimes and hate incidents on behalf of your community and yourself. This will help you gain a deeper understanding of hate crime, so you can better support and advise members of your community. It will also help you understand the responsibilities of local police forces in this process, and encourage a better dialogue with them as a result.

This has become particularly pressing as there has been a large rise in hate crime over recent years, with a significant proportion that goes unreported:

  • Almost three-quarters of people of East and Southeast Asian descent have experienced being called a racial slur1
  • 300% increase in hate crimes towards people of East and Southeast Asian heritage in the UK since the coronavirus crisis began2
  • 900% increase in online hate speech towards China since the coronavirus crisis began3

For additional information on hate crime and other types of crime, please also reach out to your local community centre, local councils, or other support organisations.
